Drivers have contacted the Herald concerned about the Montague Centre car park, in Liverpool Road, Worthing, which uses number plate recognition cameras to record vehicles on entry, with drivers then inputting their number plate at a machine where they pay before leaving.
But some users have complained of the system not working and say they have been sent penalty charge notices despite paying for their stays at the car park, which is run by parking firm CP Plus.

Hide AdOne is Broadwater resident Simon Rusbridge, who contacted the Herald over a penalty notice he received after using the car park in January.
He said: “Upon leaving I visited the pay machine, entered my details, making sure the picture on screen was of my car, paid and left. Two weeks later CP Plus sent me a penalty charge notice for £50 stating that I didn’t pay when I left.”
Mr Rusbridge has appealed, but rather than hear back received another letting informing him that the charge had increased to £90. He wrote to the firm again on February 23.
“Of course, true to form I heard nothing – not even an acknowledgement – although they were kind enough to send me a further charge notice, this time for £130 and threatening legal action,” he said. “Of course, I wrote to them again but as yet I’m still waiting for a response. The threat of legal action has caused me numerous sleepless nights and worry.”
