The flat takes the place of a dilapidated mobile building on the estate.
The new flat is on the ground floor of Heron Court.
Cllr Michael Chartier, council lead member for housing, said: 'We would like to thank everyone who has contributed to the success of this project.
'The new centre will cater for the needs of different age groups and provide a much-valued facility for a wide range of community functions, from mothers and toddlers, after school and breakfast clubs, to computer and keep-fit classes and bingo and cooking sessions.
'Regular housing and police surgeries will also be held there.'
