Fixing the problem would be fantastically expensive even if it were actually feasible.
But the main problem here seems to be one of drivers taking the road too fast, as the residents have indeed pointed out.

Hide AdMouse Lane is also used by countless pedestrians and cyclists every day, all of whom seem to be able to avoid injury or damage to footwear or bicycles by simply adapting to road conditions.
Saying that the council has a responsibility to ensure that drivers need not adapt their behaviour seems a bit ridiculous.
