Hide AdMr Rands, who works for the Sussex Autistic Trust in Bognor, enrolled on the courses because he needed the qualifications to go to university to gain a degree in social work. Before starting the degree, he wants to achieve his NVQ 2 in social care.
Peter Catchpole, West Sussex County Council's cabinet member for adults' services, said: "Not only did Richard gain both qualifications while working full-time, he also found time to support other students in the classes.
"Education is not just for children, and West Sussex has something for everyone, with a wide range of courses from flower arranging to qualification courses."
The John Robinson Award is named after a West Sussex man who worked for the BBC and had an interest in basic skills. He left a legacy to be given to an outstanding student from Bognor each year.
